Job Summary

The Chief Executive Officer has three critical roles: 1) to work in partnership with the Board of Directors to provide strategic direction and oversight to the Center; 2) to achieve the fiscal health and strategic goals and objectives for the Center through the overall administration of all operations; and 3) to serve as the primary external representative of the agency with the community, media, funding entities, donors and other partners.

Essential Job Responsibilities

Partner with the Board of Directors:

  • Provide leadership and support to the Board of Directors by partnering with the Board to identify, recruit and develop Board membership representing the community at large; working with the Board on special projects; and supporting the Board by attending all meetings, including executive and special meetings.
  • Develop goals and strategies in cooperation with the Board of Directors which will further the mission of the center and then work toward implementation of such, including fund raising.
  • Support the Board of Directors with creating and distributing meeting materials, fiscal reports, and other analysis and key information in a timely manner.
  • Execute Board directives in timely manner.
  • Maintain corporate documents including Board Meeting Minutes (inclusive of all reports and attachments), and financial data.
  • Maintain Bylaws and recommend changes as required to maintain compliance with Federal and State laws and regulations, and to comply with all contractual obligations.
  • Develop and recommend annual operating and capital budgets for all center programs.

External Relations:

  • Establish and maintain a leadership role within the community that promotes understanding about and support of the Agency, its philosophy and mission.
  • Provide voice for survivors by advocating at a social and system level on behalf of victims of domestic violence.
  • Serve on committees and task forces at the local, state, and national levels that address domestic violence issues.Serve as primary liaison with the Florida Partnership to End Domestic Violence, the Florida Department of Children and Families Office of Domestic Violence, and with any other statewide primary partners.
  • Develop and implement a coordinated marketing strategy that enhances public understanding and support of the center and the issues related to domestic violence.
    Develop and implement a community education strategy.

Administration/Operations:

  • Ensure the short and long term fiscal health of the center, including the securing of all assets.
  • Direct and facilitate the securing of major financial gifts to the center.
  • Prepare on-going resource development strategies and implement fund development activities, including direct requests for support, fundraising events, and donor recognition.
  • Participate in fund development activities as needed, including grant development.
  • Work with the Board of Directors to secure an independent audit of the center’s fiscal operations that meets with contractual, federal, and state requirements.
  • Oversee and direct the financial operations of the agency including budget development, revenue forecasting and contract management.
  • Assure compliance requirements for monitoring and audits by local, state and federal regulations and funders.
  • Assure the organization is compliant with all relevant federal and state laws, including all certification and contract requirements.
  • Oversee the hiring, training, retention and performance evaluation of all employees in accordance with agency policies.
  • Assure cultural competence of management and staff and that services provided are culturally relevant.
  • Monitor the center’s services/programs and measure their effectiveness.
  • Create an organizational structure that successfully addresses the goals and activities of the organization.
  • Appoint and directly supervise key staff members critical to the success of the agency.
  • Create and update policies and procedures to assure operational/administrative clarity and ensure they are known and available to employees.
  • Assure that all employees meet certification requirements of initial employment and ongoing education; assure that privilege certification registration is current.
  • Establish and maintain responsible security and facility management at all locations, conduct scheduled inspections, identify problems, include any special considerations for compliance with the ADA.
  • Create an atmosphere that fosters the development of strong, effective teams and staff through involvement and participation in decision-making.
  • Establish and ensure that the organization maintains open and ethical communication both internally and externally.

Job Requirements

Knowledge/Experience:

  • Minimum of a Baccalaureate degree from an accredited college or university and two years- experience working in the domestic violence field, or four years minimum experience in an administrative/management  capacity and two years-experience in the domestic violence field.
  • Recognized management skills, technical writing skills, and the ability to analyze and comprehend fiscal procedures.
  • Ability to find creative solutions and appropriate activities to meet the needs of the participants and the agency.
  • Ability to manage budgeting requirements and ensure compliance with funding source regulations.
  • Must be able to work with a culturally diverse community with sensitivity and professionalism.
  • Must have working knowledge of computer usage and management.
  • Ability to represent the agency through public speaking, coalition participation, and funder interaction.

Specific Job requirements:

  • Must be able to pass a level II background check.
  • Valid Florida Driver’s License and eligible for agency insurance.
  • Embraces cultural and socioeconomic diversity.
  • Must have working knowledge of computer usage and TTY or other communication device.
  • Must complete 30 hours of domestic violence competency (Core Competency) training, pass the test, and register for advocate-survivor privilege as required under Section 39.905, F.S. as someone who may claim privilege under Section 90.5036, F.S. within 90 days of employment.
  • Complete a minimum of 17 training hours per year annually.

Physical Demands:

  • While performing the duties of this job, the employee is regularly required to use hands, and is required to talk, hear, see, sit, walk, stand and read.
  • The employee will have the ability to lift and move 20 pounds or more. (collecting donations)
  • The employee may occasionally be required to reach with hands and arms, bend, crouch and kneel.

Work Conditions: 

Position requires frequent local and out of town travel.  This position requires flexibility in working hours to attend Board meetings, committee meetings, speaking engagements, and other community events.
