Position Summary
The Program Director plays a critical leadership role in coordinating and supervising the delivery of
trauma-informed services to youth impacted by Human Trafficking (HT). This position provides oversight
for 1–8 HT Youth & Family Advocates and serves as the primary liaison for referring agencies such as the
Department of Children and Families (DCF), Child Protective Investigators (CPI), and Community-Based
Care (CBC) partners. The Program Director ensures all services align with Redefining Refuge’s mission
and comply with applicable legislative, contractual, and ethical standards.

Key Responsibilities

Staff Leadership & Supervision
• Lead the recruitment, onboarding, and professional development of HT Youth & Family
Advocates
• Assign and manage caseloads, responsibilities, and schedules
• Provide ongoing mentorship, weekly supervision, and annual performance reviews
• Guide staff in the implementation of life skills programming, advocacy strategies, and
individualized support

Program Operations & Compliance
• Oversee documentation, reporting, and contract compliance to ensure service excellence and
alignment with state and federal guidelines
• Maintain and submit required census data and outcome reports in accordance with funder
expectations
• Develop, update, and ensure fidelity to case management policies and procedures
• Monitor and evaluate service quality and staff performance to ensure program goals are met

Interagency Coordination & Advocacy
• Serve as a primary liaison with partner agencies including child welfare, juvenile justice, law
enforcement, schools, courts, GAL programs, and community organizations
• Represent Redefining Refuge at multidisciplinary team meetings, court hearings, and community
collaboration forums
• Ensure services are culturally responsive, developmentally appropriate, and survivor-centered

Professional Development & Community Engagement
• Stay informed on emerging trends, legislation, and best practices in anti-trafficking, traumainformed care, and youth advocacy
• Attend approved workshops, conferences, and trainings to enhance skills and professional
network
• Support internal initiatives such as staff wellness, DEI training, or public awareness events

Administrative & Logistical Support
• Maintain inventory control for client and staff supplies
• Assist in the preparation of staffing plans and operational schedules
• Support grant and donor reporting efforts with data, success stories, and program updates

Qualifications
• Master’s degree in social work, psychology, criminal justice, or a related field (required);
• Minimum of 3 years’ experience working with youth impacted by trauma, exploitation, or child
welfare involvement
• Experience working with complex trauma, mental health, substance abuse, or systems-involved
youth (e.g., crossover youth)
• Demonstrated leadership, conflict resolution, and team management skills
• Working knowledge of community-based resources, child protection systems, and advocacy
strategies
• Ability to facilitate group sessions and lead trainings
• Strong documentation and time-management skills
• Bilingual (English/Spanish) preferred

Additional Requirements
• Reliable transportation required for occasional in-person meetings, trainings, or off-site
collaborations
• Valid driver’s license, clean driving record, and insurance in accordance with agency policy (if
driving for work purposes)
• Must pass a Level II background screening
• Completion of 40-hour State-Approved CSEC Curriculum (or willingness to complete upon hire)
• Must complete required DCF and agency trainings within the first 3 days of employment
• First Aid/CPR certification required (can be completed upon hire)
• Bloodborne Pathogens training required on or before start date

Working Conditions
This position may require service delivery in the field (e.g., schools, public venues, or residential
programs). While most work occurs during regular business hours, occasional evenings may be required
based on programmatic needs. Hybrid work is limited to 2 days a week.
